Missile Technology Control Regime (MTCR)

The Missile Technology Control Regime (MTCR) is an international export control regime that aims to prevent the proliferation of missile and unmanned aerial vehicle (UAV) technology that could be used for weapons of mass destruction (WMD). It was established in 1987 by the G7 countries (Canada, France, Germany, Italy, Japan, the United Kingdom, and the United States) and now has 35 member countries. The MTCR establishes guidelines for the export of missiles, related equipment, and technology that could be used for the delivery of WMDs, as well as UAVs that have a range of at least 300 kilometers and a payload of at least 500 kilograms.


Here are some key points about the MTCR:


  • The MTCR is a voluntary, political agreement, not a legally binding treaty.

  • Member countries agree to adhere to the MTCR guidelines in their national export control laws and regulations.

  • The MTCR establishes two categories of controlled items: Category I items, which are subject to the most stringent controls, and Category II items, which are subject to less stringent controls.

  • Category I items include complete missile systems, subsystems, and components specifically designed or modified for use in missiles or UAVs that are capable of delivering WMDs.

  • Category II items include other items that could be used in the development, production, or operation of missiles or UAVs that are capable of delivering WMDs, such as production facilities and test equipment.

  • The MTCR also establishes guidelines for the transfer of technical data and assistance related to controlled items.

  • Member countries are encouraged to consult with each other before approving the export of controlled items to non-member countries.

  • The MTCR has a Plenary and a Points of Contact (POC) group, which is responsible for implementing the regime's guidelines and monitoring compliance.

The MTCR has been successful in limiting the proliferation of missile technology, but it has faced challenges, including the increasing availability of missile-related technology on the open market and the proliferation of UAVs.
