Panchayat Samiti, also known as a Block Development Council or Block Panchayat, is a local government body at the intermediate level in the Panchayat raj system in the Indian state of Odisha. It functions as the implementing agency for government-sponsored schemes and projects at the block level and serves as a link between the Gram Panchayat (village-level local government) and the Zilla Parishad (district-level local government).


The Panchayat Samiti is composed of elected members, including the President (also known as the Chairperson) and Vice-President, who are elected by the members of the Gram Panchayats within the block. The President presides over the meetings of the Panchayat Samiti and is responsible for the overall functioning of the council. The Panchayat Samiti also has ex-officio members, including the Block Development Officer (BDO) and other government officials.


The main functions of the Panchayat Samiti include:


  • Planning and implementing development projects at the block level, such as road construction, water supply, health care, and education.


  • Monitoring and evaluating the implementation of government schemes and projects.


  • Providing financial assistance to the Gram Panchayats for the implementation of development projects.


  • Collecting and maintaining records of the socio-economic status of the people within the block.


  • Coordinating with the Zilla Parishad and other government agencies to ensure the smooth implementation of development projects.
