What were the proposals in the Government of India Act, 1935 regarding an All India Federation?

  • The Government of India Act, 1935 proposed the creation of an All India Federation, consisting of both British Indian provinces and princely states.

  • The Federation was to have a bicameral legislature, with the upper house (Council of States) representing the princely states and the lower house (Federal Assembly) representing the provinces.

  • The Federal Assembly was to be elected on the basis of universal adult franchise, while the Council of States was to be composed of nominated and indirectly elected members.

  • The Federation was to have a Federal Court to hear disputes between the Federation and the states, as well as between the states themselves.

  • The Federal Government was to have powers over defense, foreign affairs, and communications, while the states were to retain control over most other matters.

  • The Federation was to have a Governor-General appointed by the British monarch, who would act as the representative of the Crown and serve as the head of the Federal Government.
